James McGann is a senior lecturer at the Lauder Institute for Management and International Studies. He is the director of the “Think Tanks and Civil Societies Program" at the University of Pennsylvania. His last book, published in 2016 by Brookings Press, is "Fifth Estate: Think Tanks, Politics and Governance".
